Two Homeowners were also present at the meeting.
Greg Snodgrass and Sheila Dickey came to get some clarification regarding the Halloween Party.
President Warren Stevenson called the meeting to order at 7:04 pm.
Secretary’s Report
The minutes from the April 14, 2015 meeting were read by Sharon Hanson. A motion was made by Dick Hassler to approve the minutes and seconded by Kim Parker. All approved.
Treasurer’s Report
Kim Parker presented the Treasurer’s report from April 14, 2015 to September 15, 2015. The reported income was $130.98. Total expenses paid out were $3,279.70 for the dumpster, lawn care, legal fees and other misc. leaving a net income balance of –$3,148.72. Kim reported that the Total Liabilities & Equity balance is $8,128.12. Sharon Hanson made a motion to accept the Treasurer’s Report and Darby Smith seconded the motion. All approved.
Old Business
- Road repairs – Warren Stevenson reported that the Microsurfacing in the Twin Lakes Subdivision has been approved by the county. The counties resurfacing agenda is to start in October. They will let us know our scheduled date as soon as their list is totally compiled.
- A speed limit sign of 25mph has been posted in our subdivision by the county. The 25mph applies to all roads in the Twin Lakes subdivision.
- The Cutrane has finally sprayed in the small lake. Weather prohibited the spraying earlier in the year. Over the summer months there were four different sprayings done to help control the algae.
- Due to unexpected expenses, the board decided to hold off on getting the rip rap for the large dam at this time. It will be put back on the agenda in the future.
- There are two homeowners who have not been mowing their property in compliance with the CCRs. President Warren Stevenson sent them both letters giving them a 30 day notice to get the mowing done. After 10 days, a 20 day notice was placed in the local paper. Since that time, one homeowner has taken care of the mowing. One has still not taken care of the issue.
New Business
- A dumpster will arrive on Friday, September 25 for the use of the Twin Lakes Homeowners. It will be in the Scottie Circle cul-de-sac for a period of one week or until it is full.
- The Annual TLHA Halloween Party will take place on Sat. October 31. There will be a cookout and a Trick or Trunk for those who want to participate. Kim Parker will get the food and supplies, Sharon Hanson will make the chili. The festivities will start at 5:00pm.
- Our annual 4th of July party was cancelled this year due to the weather. A suggestion was made to take the funds that were not used on that activity and use it this winter for a Christmas Lighting contest. All homeowners may participate by decorating their homes. The judges will be Sharon Hanson, Linda Snodgrass and 1 non-Twin Lakes resident (to be determined). They will do the judging on December 20. First place prize will be $50, 2nd will be $25 and 3rd will be $15.
- Rip Rap – The issue of putting Rip Rap rock along the edge of the large lake was re-instated. A discussion was held about further erosion and additional costs being incurred because the rip rap was not put in place this year. Dick Hassler made a motion to proceed with this preventative measure and get the rip rap. All approved.
The next board meeting will be held Thursday, November 19, 2015, 7:00 pm at the home of Sharon Hanson.
There being no further business Dick Hassler made a motion to adjourn the meeting at 8:12 pm. Jami Phipps seconded the motion. All approved.
